Huron COI Project

 

Purpose

Provide a single disclosure system for all research-related disclosures by investigators that is integrated with the research administration system (Research UVA Powered by Huron) to facilitate compliance with institutional and federal sponsor requirements at appropriate points in the lifecycle of a sponsored program or when disclosures are updated.

Huron COI Project Benefits

For Investigators:

  • Replaces both the legacy UVA-developed Research COI system and the External Activities Disclosure process (Qualtrics survey).
  • Allows investigators to designate a proxy to enter or update data on their behalf but not make certifications.
  • Tasks assigned to you are displayed in your Dashboard (as are tasks from the Grants and Agreements solutions) and
  • Integrates with CITI so relevant training completion/expiration dates will be displayed within the solution.
  • COI Management Plan development, submission, approval tracking and documentation.

For Administrators:

  • Automated processes check training and disclosure statuses as well as disclosures requiring review based on UVA established thresholds and criteria.
  • Streamlines relatedness reviews and conflict assessments by providing links to pertinent proposal, award, and agreement documents.
  • Documents all determinations and reviews.
  • Provides committee meeting management functionality.
  • Enhanced administrative functions related to sponsor reporting requirements.
  • Enables the VPR’s office to assess potential for Foreign Influence/Interference and Conflicts of Commitment (COC) with research activities as required by sponsors. Note: For faculty, professional research staff, students, and trainees, the VPR’s office will rely on applicable Provost’s policy(ies) and guidance to determine what constitutes a COC with an individual’s UVA position, role, and responsibilities.
  • Allows creation of multiple disclosure forms and processes for different populations.
  • Delivers functionality to support pre-approval review and routing processes that can be customized for specific groups (e.g., school or Provost’s processes).
  • Offers Huron delivered reports and the ability to develop custom reports to meet business needs.

Timeline

  • Development: June - July 2023
  • User Acceptance Testing: August 2023
  • Training and Resource Development: September – December 2023
  • Communications to Investigators: November 2023 – February 2024
  • Final Development, Testing and Staff Training: December 2023 - January 2024
  • System Go-Live (planned):  January 29, 2024
    • Note: A phased approach is planned. Investigator disclosures will begin in late January with the Grants integration being enabled a few weeks later to avoid potential impacts on two major NIH proposal submission deadlines and Workday Financials – Research UVA Powered by Huron integration activities.
